One of the challenges of geographical analysis of epidemics, particularly from a forecasting perspective, is the ability to identify the germ of a pandemic in a localized epidemic phenomenon somewhere on the planet, i.e. an epidemic spreading worldwide, a global epidemic. In other words, how can we speak of a pandemic before the end of an epidemic? Can we speak of a pandemic other than by observing a posteriori the extent of an epidemic?
The example of Cabo Delgado shows the effectiveness of the concept of the relative state in characterizing situations in which the state shares its sovereignty and regalian functions with other actors (terrorist groups, companies, private armies, international organizations, NGOs).
